Just because humans cannot react or process father than 100^th of a second does not mean everything operates slower than 1000^th of a second.

C or the speed of light is 186,000 miles per second or 300,000 kilometers per second.

Which is a pure statistical assumption. With little evidence in reality to back up the claim. No scientific measurement devices can measure said speed. The mathematics are entirely speculative regarding the speed of light.

But in 1000^th of a second, waves and particles traveling at said speed can cover a profound distance and have long tern consequences in 1000^th of a second.
