The overwhelming majority of humans on the planet live in some type of a City, or collection of some type of shelter/s in a group. It is very unusual for humans to be able to live in mostly isolation miles from no one.

Minus some very isolated cities, most cities have been under the legal jurisdiction of larger and larger governments. A few cities found in the 1900s have only been under the jurisdiction of say America. but most cities which are more than a few decades old have operate under several if not dozens of larger and larger governments.

Paris for example the city of Paris has grown past about 20 smaller cities, which it incorporated into the larger whole. Those former cities which operated independently for x amount of time are not neighborhoods of Paris.

Of course there are also other cities like Manitou which is a city which some of the infrastructure of the city dates back 1000s of years, their were a dozen or more cities within 100 miles of Manitou which some grew up into their own right, others flourished and died before they could be anything more than tents around a few wood frame buildings. Usually industrial rebuilding’s.

Manitou the next largest city is only a few hundred years old, although it was conquered and almost all records of its existence prevous to 1850 were as destroyed as possible. That city had several names over the decades previous to 1850, at one point is was called Rocky Mountain. Then there came huge amounts of money and vast amounts of people connected to both the Great Awakening Movement and of course the Confederacy.

Both the Great Awakening Movements followers and the ex-Confederates moved in to the areas to the east of Manitou and began to ignore all which occurred previous to their arrival and set up to build a new city. Colorado Springs. That new city required the conquering of the old city. That old cities history was all but erased by General William Jackson Palmer and his friends. They needed to come to the area for the gold behind Pikes Peak and to fight clandestinely the ex-confederates under the command of the daughter of the Confederacy Jefferson Davis, Margret Davis Hayes. Her husband had contracted T.B. so he had to move to the Springs for the T.B. cure. Which would not happen till the next century with the invention of Anti-biotics.

The City of Colorado Springs acquired so many Great Awakening followers that the city grew to 50,000 virtually overnight. Dwarfing the cities of Old Colorado city (former Rocky Mountain) and Manitou. The 0000 of that metropolis is rather difficult to determine. since so much history and political movements occurred in the city. The metropolis has also been under an over government from at least 5 separate countries.

The 0000 of any given city is the chair of the mayor or the head of the city counsel.

Or the Office of the Mayor, or if large enough the county seat.

Then there is the state capital which the most powerful person is not the Governor but the Chairperson of the Senate.
