A deer walking in the forest, gets that itch and stops raises its head, and focuses most if not all of its attention in the direction of the itch, in this case what is perceived as danger.
That is HUP, anything under observation some portion of it knows it is being observed and its behavior changes accordingly.
I saw a documentary more than 10 years back done at I think either MIT or Caltech that featured experiments on atomic communications. That study proved that all atoms communicate with each other. The experiment was about placing two particles x distance apart, then send information from x to y particle. In said expariments the y particle obtained the information a bit before the information was sent from x. Repeating the same experiments enumerable times, with different pieces of information and at different distances. Same results, the information was sent from x to y. However, what is still baffling are the facts that usually the information from x was received by y before x could send it.
Thus, if a scientist or a group of scientists are in whatever type of observation of a person from a culture and or a culture itself, some almost entirely subconscious portion of the observed will either sense and or know they are being observed or are under observation and their actions will alter accordingly.
HUP two aspects of the rules apply.
1 anything under observation by default will know it is under observation and will change its actions accordingly.
2 you can know where an object is, or you can know how fast that object is going but you cannot know both at the same time.

Everyone and everything in western culture has been informed of this by various and assorted means. You cannot go into a retail establishment from Nov to Dec 25 and not hear this or see it on any given tv network. Everyone in western culture has been informed for most of their lives that “they are being watched, and their actions judged to be either good or bad”, a sufficient gift will be presented e.g. lump of coal and or a toy for appropriate actions from the previous 364 days of the year.
All things under observation will alter their actions based on said observation. Theology says the same thing; god is always watching. God will judge based on actions for some type of afterlife.
On some level everything knowns it is under observation and reacts accordingly.
I have research which takes all of the actions above and converts said actions into a language.
Cultures under observation; cultures on some level know they are under observation and react accordingly. You can know what a culture is doing now, or you can know where a culture is heading but you cannot know both at the same time. Very Schrodinger’s cat issues. The object of said observation even if both studies are conducted at the same time by a double independently double blind study. The observation and answers themselves will alter the shape and course of what is under observation.
Example at least two world power cultures on the globe want very badly to create a 4th dark age. They want said 4th great dark age because they are tired of being told by science and morals that their actions are bad and crimes against humanity. They can achieve their goals of world domination if they eliminate science and or course the body of knowledge which allows for their actions to be questioned. But knowing their actions are being observed in both a where are you now way, and where are you going way changes the structure of both where are they know and where as a culture they want to go. Under observation changes the thing and where that thing is going.
